How important are inbound and outbound links to a good SEO?

Recently, I’ve noticed that people care less about the actual traffic optimization the accent is placed entirely on upon pagerank and alexa rank. Yahoo Search Update - SERP changes

It seems that Yahoo has updated its search index today along with the backlinks. The update came a little too fast, the last Yahoo update was noticed around 25 September. It seems that Yahoo tries to pull something after the famous Google Update that happened recently and many webmasters are seeing increases or decreases in the Yahoo SERPs.
